Francisco Gimeno - BC Analyst Rwanda shows what happens when programs, policies and words become deeds: from basically a failed State in 1994 to what is now. Personally we don't like to compare countries as different as Singapore to Rwanda. Singapore is much more stabilised politically than Rwanda. Technologically however, Rwanda is posed to be a central hub for the 4th IR in Africa, with good tech infrastructure, a youth which is well prepared and multilingual, and no corruption.
