Well, this issue is not new, in fact is only now when we can really measure the rotation up to the smallest detail, and because we already live in a digital era we can find some glitches in our machines which also use time. Scientists know that Earth is not an exact machine and there are many forces involved in rotation including the position around the revolution's ellipse around the Sun, among others. Once we understand this better we can adapt our machines to consider this small time changes in Earth's rotation.
